Building blocks for a new strategy paper 2030
The municipality of Emmen intends to develop a strategy paper for the year 2030. Due to the fact that new strategic choices for the future are necessary, the municipality needs to develop this strategy paper. ETFI contributes to the strategy paper in the form of scenarios which the municipality can rely its strategy on.
Results
- Core values of the municipality according to the local community are defined by means of a photo content
- The scenarios, Suburbia, Cocoon, Techno Valley and Blue Zone, picture a future context that Emmen has to deal with during the decade to come
- In each of the five scenarios the changes in Emmen’s social, economic and spatial context are discussed
- A vision was designed within the context of the five scenario. It describes what kind of municipality Emmen would like to be
- Recommendations were given of how the found key policy strategies could be anchored within the organisation by means of adaptive planning
